1.0 INTRODUCTION

The Ministry of Education, Science, and Technology announces the SAMIA SCHOLARSHIP funding program for undergraduate studies for students who achieved top grades in the Form Six examinations of 2023 conducted by the National Examinations Council of Tanzania (NECTA) in Science specialties (PCB, PCM, PGM, CBG, CBA, PMC, and CBN).

The SAMIA SCHOLARSHIP will fully fund (100%) higher education for these students who have secured admission in the fields of Technology, Engineering, Mathematics, and Medicine.

2.0 ELIGIBILITY CRITERIA

The scholarship will be awarded to Form Six graduates with the following qualifications:

Must be Tanzanian;

Must have high performance in the 2025 national Form Six exams conducted by NECTA in science specialties;

Must have secured admission in a recognized Higher Learning Institution in Tanzania in the programs of Science, Technology, Engineering, Mathematics, or Medicine listed under Cluster 1 in the loan issuance guide of the Higher Education Student Loan Board for 2025/2026 available at www.heslb.go.tz;

Must have accurately applied for the scholarship through the prescribed method.

3.0 AREAS OF FUNDING

Funding will be in line with the guidelines of the Higher Education Student Loan Board to cover the following:

  • Tuition fee
  • Food and accommodation allowances
  • Book and stationery allowances
  • Specific faculty requirements
  • Practical training
  • Research
  • Assisting devices for special needs students
  • Health insurance

4.0 DURATION OF THE SCHOLARSHIP

The funded students will be covered for a period of three (03) to five (05) years, depending on the particular program they are enrolled in.

5.0 HOW TO APPLY

Applications for the Samia Scholarship should be submitted online at https://olas.heslb.go.tz within 14 days starting from September 25, 2023.

6.0 RESPONSIBILITIES/CONDITIONS OF THE SCHOLARSHIP

The student who secures the SAMIA SCHOLARSHIP funding must adhere to the following:

a. Must read, understand, and sign an Agreement of Study Sponsorship between him/her and the Ministry of Education, Science, and Technology;

b. Must have a bank account for direct payment of the funds;

c. The beneficiary will not be allowed to change the funded program without written permission from the Ministry of Education, Science, and Technology;

d. The beneficiary will not be allowed to defer studies, except for medical reasons, verified by the respective institution;

e. If the beneficiary forfeits the scholarship opportunity before starting studies, he/she should submit a written notice to:

f. If the beneficiary’s GPA falls below 3.8 during the academic year, the scholarship will be terminated;

a. This scholarship covers 100% of costs, capped based on guidelines from the Higher Education Student Loan Board.

The government plans to expand the scope of education sponsorship for students who achieve high performance in Advanced Level Secondary School national examinations, enabling them to pursue studies in data science disciplines, including artificial intelligence, machine learning, and related sciences.

Speaking in Parliament during the presentation of the Ministry of Education, Science and Technology’s budget, Minister Adolf Mkenda said the program will be known as Mama Samia Scholarship Extended for Data Science, Artificial Intelligence and Allied Sciences.

“The aim of the Samia Scholarship Extended program is to produce highly skilled experts in data science who can compete and work anywhere in the world,” said Mkenda, who is also the Member of Parliament for Rombo constituency.

He explained that the implementation strategy is divided into three main stages. The first stage involves building the capacity of students who have completed Form Six through a special camp to prepare them to join top universities worldwide in data science fields. 

The second stage involves helping these camp-trained students secure admissions to various international universities and assisting them in finding scholarships.

The third stage is to fund undergraduate graduates to further specialize through institutions such as the Nelson Mandela African Institution of Science and Technology and the Indian Institute of Science and Technology, Zanzibar campus.

Through the existing Samia Scholarship program, Minister Mkenda stated that the government has provided funding worth 7.29 billion Tanzanian shillings to support 646 first-year students, 674 continuing undergraduate students, and 80 master’s degree students who have demonstrated outstanding performance in Science, Technology, Engineering, and Mathematics  fields.

Furthermore, for the first time in the last financial year, the government began offering scholarships to Tanzanian students pursuing advanced degrees in nuclear science and technology abroad under the Samia Extended Scholarship, with five students benefiting so far.

“The government, through the Samia Extended Scholarship, will continue to support high-performing Tanzanians in the field of Nuclear Science and Technology at the undergraduate level to enable them to proceed to advanced studies,” Mkenda emphasized.

For the 2025/26 financial year, the Ministry of Education, Science and Technology has requested a budget of 2.44 trillion Tanzanian shillings for recurrent and development expenditure, compared to the 1.97 trillion shillings budget for 2024/25—an increase of 23%.
