The International Higher Education Scholarship Program, central to the TaiwanICDF, offers full scholarships to outstanding students from partner countries to pursue higher education in Taiwan through collaborations with local universities.

The goal is to support the socio-economic growth of partner countries through the cultivation of highly talented individuals.
Eligibility criteria Requirements
- Must not have studied in Taiwan as an overseas Chinese student
- Must never have been placed by the University Entrance Committee for Overseas Chinese Students in the current year
- Students applying for the School of Medicine or Dentistry must have resided abroad for more than 8 years
- Undergraduate: high‑school diploma recognized by Taiwan MOE and verified by ROC representative office
- Master’s: recognized bachelor’s degree
- PhD: recognized master’s degree (or higher)
Benefits
For selected individual:
- Full tuition coverage
- Monthly stipend (~NTD 10,000)
- On‑campus housing provided or covered
Required documents
- KMU online application
- Valid passport
- Highest-level diploma and academic transcripts
- Proof of language proficiency
- Study plan / Statement of Purpose
- CV / resume
- Two letters of recommendation
- For medical programs: medical exam result if required
- Additional documents for special circumstances
- Certificate of graduation or enrollment if expecting graduation
