Q-Sourcing Tanzania Limited is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.

On behalf of our Tanzania based client, we are looking for a competent and experienced Construction Methods Specialist.

PROJECT OVERVIEW

The EACOP Project (East Africa Crude Oil Pipeline Project) is an EPcmC. 1,500km pipeline project across Uganda and Tanzania, with a Main Storage Terminal and Jetty in Tanzania.

JOB DESCRIPTION OVERVIEW

The candidate must be well experienced within the Oil and Gas industry, specifically within construction methods, pre-commissioning and commissioning. Knowledge must be of an international setting and a deep understanding of leading oil and gas organizational internal management systems, with specialized knowledge in subsea and diving operations.

Knowledge must be of an international setting and a deep understanding of leading oil and gas organizational internal management systems, with specialized knowledge in subsea and diving operations.

SPECIFIC ROLES & RESPONSIBILITIES

  • Able to mentor and guide diving teams and associated project personnel on the most feasible, efficient, and safe underwater construction and inspection methods to be applied for offshore jetty construction.
  • Understand key operational and safety risks associated with subsea and diving activities, apply mitigation strategies, and contribute to the development of robust management systems that safeguard personnel.
  • Knowledge of IOGP Life-Saving Rules (LSR), IMCA, and DMAC guidance, ensuring that diving operations are executed in full compliance with international standards and company referential.
  • Able to provide technical and procedural support to project specifically on diving operations for construction.
  • Must be able to deliver training to enhance the competence of project personnel in dealing with diving operation, associated safety management and emergency response.
  • Must be able to develop a Deming process within diving operations and ensure ensuring lessons learned are captured and integrated into execution.

MANDATORY REQUIREMENTS

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Professionally qualified in diving supervision, with a strong foundation in international oil and gas environment.
  • Certified IMCA Diving Supervisor.
  • Fully conversant with international diving and subsea standards, including:
  • IMCA Diving/ROV guidance
  • DMAC medical and operational guidance
  • IOGP Reports 411 & 431

EXPERIENCE REQUIRED

  • Minimum 10 years of experience in offshore oil and gas projects, with a strong focus on diving operations and subsea construction.
  • Proven ability to assess, audit, and validate diving systems, personnel certifications, and operational readiness in line with IMCA and IOGP standards.
  • Demonstrated experience in preparing and reviewing diving method statements, emergency response plans, and operational risk assessments.
  • Strong background in HSE leadership, including planning and monitoring of diving drills and emergency preparedness.

ADDED ADVANTAGE:

  • Experience of working in Africa on Major International Oil and Gas projects.
