On behalf of our Tanzania based client, we are looking for a competent and experienced Logistics & Clearing Manager

POSITION IN THE ORGANISATION

Reports to: C&F Operations Manager

Position Objective

The Logistics & Clearing Manager is responsible for the execution of import and export clearing & forwarding operations, ensuring compliance with all regulatory requirements, and optimizing the efficiency of logistics processes. This role emphasizes operational and financial management of shipment jobfiles, rigorous shipments documentation management, operational stakeholders’ management including public authorities, risk mitigation, and continuous improvement to enhance service delivery. The manager also oversees a team of direct supervisors, each responsible for specific operational areas.

The Logistics & Clearing Manager ensures compliance with all regulatory requirements and optimizes the efficiency of logistics processes in coordination with the Control Tower, the Road Transport Department and the Port team where applicable

KEY DUTIES AND RESPONSIBILITIES

General Responsibilities.

  • Supervise the Clearing & Logistics team and ensure good follow up of jobfiles management until hand-over to Invoicing team
  • Develop and implement strategies to enhance operational efficiency, reduce lead times, and optimize costs.
  • Ensure compliance with all local and international regulatory requirements for import and export operations.
  • Maintain excellent relationships with stakeholders, including clients, and regulatory authorities.
  • Manage financial risks associated with all type of detentions (vessels demurrage charges, extra storage costs, truck idle time, containers detention) and Customs Risk.

Import Operations.

  • Oversee customs clearance for General Cargo and FBE Pipes, ensuring timely processing to minimize delays and costs.
  • Manage pre-clearance activities for FBE Pipes to ensure smooth operations upon vessel arrival and prevent financial risks associated with idle time.
  • Ensure timely collection of documentation for imports, exports, and local transportation, with rigorous classification and organization of both physical and digital records.
  • Monitor and prioritize shipments based on detention risks and coordinate collection and delivery with the transport team.
  • Manage the financial aspects of import operations, including controlling and approving all related operational disbursements.
  • Facilitate the handover of jobfiles from the Control Tower to the Logistics & Clearing team in charge, for execution of the operations, ensuring all necessary documentation is complete and accurate.
  • Oversee the monitoring and return of containers based on data provided by the Control Tower to minimize detention risks.
  • Provide detailed information throughout the life of the jobfiles to enable effective management of disputes and allocation of surcharges to the relevant stakeholders during the post-operation reconciliation phase.

PUF Pipes delivery & Export Operations.

  • Supervise the administrative processes for PUF Pipes delivery within Tanzania and to Uganda, including opening export files, collecting and organizing required documentation, and obtaining transit customs documents.
  • Anticipate Project Compliance steps & documentation issues that would lead to delay in Line Pipes delivery.
  • Ensure compliance with transit and export regulations, working closely with customs authorities to minimize delays.
  • Coordinate and oversee local deliveries of PUF Pipes in Tanzania.
  • Oversee the handover of completed jobfiles from his/her team in charge back to the Control Tower for invoicing, ensuring jobfiles are complete and submitted within 72 hours after the operation is finalized.
  • Provide detailed information about any delay incurred during the Lines Pipes loading & delivery Process, together with the TIS Team and Transport team (MCPY representatives)

Customs and Risk Management:

  • Supervise customs declarations operations and ensure compliance with all regulations.
  • Keep record and monitor the final clearance of customs suspensive regimes and ensure all necessary actions are undertaken to prevent EALS from any Customs Risks towards their different stakeholders involved in final clearance process (client, Customs, other public authorities such as TBS)
  • Follow-up closely containers return based on data provided by the Control Tower, to minimize detention risks.
  • Anticipate large disbursements with Operations and Finance Management. Coordinate with the Control Tower to enable on time invoicing of jobfiles after operation (cargo delivery and containers return).
  • Resolve operational disputes with external stakeholders, ensuring swift and satisfactory outcomes, solutions oriented but always protecting the interest of the company
Interaction with other Operations Departments

 

  • Collaborate closely with the Control Tower department, which oversees the preparation of jobfiles prior to Import operations, ensuring hand-over of jobfiles opened with their complete pre-alerts from CT to his/her team.
  • · Comply with all operational anticipated costs approved by the client (PFI) and alert the Control Tower about any additional charge that would require client approval prior expenditure.
  • ·   Support the Control Tower with accurate and timely updates during operations, ensuring smooth data flow and event completeness on time (freshness).
  • ·   Oversee the transfer of complete jobfiles with all associated documents from the Logistics & Clearing Manager’s team to the Control Tower after operation.
  • ·  Ensure all documentation associated with Road Transport and containers return are made available by the team in charge in the jobfiles prior final hand over to Control Tower.
  • Anticipate and coordinate cargo collection for delivery by Road Transport team.
  • Work closely with Port team for documentation management where applicable.
  • Work closely with TIS team, particularly for the PUF Pipes loading clearing and trucks dispatch operations.

Team Supervision.

  • Directly manage various supervisors
  • Lead and support the team in charge in their day-to-day tasks, helping them to organize tasks and seek continuous improvement.
  • Conduct regular and Annual Review of Supervisors directly supervised by him/her.

Continuous Improvement

  • Lead initiatives to improve customer satisfaction and retention by delivering value-added services.
  • Actively involved in the KPI preparation, with the Support of the Control Tower (Reporting Team)
  • Suggest new tools, processes, and reports to optimize operations and enhance service delivery.

MANDATORY REQUIREMENTS

Education

  • Bachelor’s degree in Business Administration, or Logistics

Professional Qualification

  • Proficiency in International Freight Forwarding
  • Knowledge of local and international customs regulations.

Experience

  • 7-10 years’ experience in Logistics or similar role
  • Has worked minimum 5 years at Middle level management
  • Proven track record in C&F management, performance monitoring, and regulatory compliance.
