On behalf of our Tanzania based client, we are looking for a competent and experienced AGI Commissioning Site Leader.
MISSIONS / SERVICE DIMENSIONS
The Job Holder is responsible to manage the execution of commissioning activities for Tanzania scope of EACOP project covering, pipeline and associated Above Ground Installations. He is responsible to manage the commissioning Contractors and coordinate all other disciplines to achieve full completion of subsystems, defining the strategy and ensuring all activities are performed in safe manner.
ACTIVITIES
- Lead on-site commissioning engineers, technicians, and contractors to ensure that all activities meet project standards and protocols.
- Manage at site the specialized commissioning contractor in charge to execute the job.
- Implementation of the Project safety management systems during the planning and execution of Pre-commissioning, Commissioning and Startup project phases, adapting them to the specific needs and unique risks.
- Be responsible in developing and coordinating with other discipline the preparation and execution of commissioning such as preparation activities, Functional Tests, Operational Tests, etc.
- Keep updated the Commissioning Sequence and provide input into project plans and schedules, achievement of agreed schedule.
- Ensure that all commissioning activities are properly organized, scheduled and conducted in a structured and safe manner, to test and certify that the installed equipment/systems, comply with the agreed performance parameters indicated in the design documents and specifications.
- Responsible for the safe and timely execution of all Commissioning activities integration of these activities with both Project and Operations.
- Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed.
- Cooperate and support the Operations team in the execution of Start-up activities.
- In coordination with the CMT Lead, prepare and organize the progressive Transfer of Operation and Maintenance of the facilities to CPY Field Operation Team (TOM Dossiers, Electrical isolation, As Commissioned documents etc…)
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.
The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering, Procurement and construction management support interfacing with all other Contractors.
EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities.
The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
DURATION / LOCATION
Starting date: August 2025.
Duration: Project duration until start-up and close-out – from 12 to 24 month.
Location: Tanzania (Site based).
Status: Rotation 8×2.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Degree: Bachelor’s degree in Chemical Engineering or a related field.
- Minimum 10 years of experience in Oil & Gas industry with similar large-scale projects & environment as Commissioning Site Leader.
- Must exhibit a strong track record of completion and success in delivery of commissioning in large-scale projects.
