On behalf of our Tanzania based client, we are looking for a competent and experienced Senior Project Engineer-MTT.
MISSIONS / JOB DIMENSIONS
The service holder shall lead, facilitate, and interface with the Contractor and various EACOP teams, as required, for plant buildings construction supervision to buildings commissioning and handover.
The Delivery Package Manager is responsible for the overall delivery and coordination of a specific construction package, managing HSE performance, schedule, Construction performance.
The role requires hands-on leadership in remote field locations, with strong technical and managerial capabilities to drive the Contractor and Subcontractors toward safe and efficient execution. The incumbent will interface across disciplines to ensure timely and compliant delivery of piping, structural steel, and electrical & instrumentation (E&I) works.
CONTEXT AND ENVIRONMENT
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a serie of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.
The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor is in charge of Detailed Engineering (except for most of the buildings)and Procurement. EACOP direct personnel, including partners secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for construction activities.
The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region.
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
- Enforcing safety regulations and promoting a safe working environment.
- Lead the end-to-end execution of assigned construction package, ensuring compliance with project objectives, standards, and regulatory requirements.
- Oversee daily construction activities and interface with the Construction Management Team, Engineering, and Quality teams.
- Coordinate and manage the activities of Chinese EPC Contractors, ensuring adherence to scope, specifications, and timelines.
- Developing schedules, budgets, and resource allocation plans.
- Addressing and resolving any issues that arise during the construction process.
- Maintaining clear communication with project stakeholders, including contractors, owners, and other team members.
- Monitor contractor performance, ensuring workforce planning, productivity, and logistics are effectively managed in a remote and logistically challenging environment.
- Ensure strict compliance with HSE procedures and quality standards.
- Drive the implementation of weekly and monthly planning with a strong focus on achieving key milestones.
- Proactively identify and resolve technical and execution issues related to piping, structural steel, and E&I works.
- Lead interface management across disciplines and packages (civil, mechanical, electrical).
- Ensure all works are documented and tracked in accordance with project controls and reporting systems.
- Support in contract administration tasks, including change management, variation review, and claims support as needed.
- Liaise with logistics, procurement, and camp services to ensure efficient execution in remote site conditions.
- Carry out any other duties or tasks that may be required by the position.
- Project or Package Engineers oversee all hands-on aspects and the tangible outcome of a construction project. They guide site workers and solve on-site problems and document and record project progress.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
- University Degree, or equivalent, in related field or applicable discipline or in a recognized Engineering/building discipline,
- Mastery of project specified building codes (notably BS and EN), standards and oil & gas industry practices,
- In depth knowledge of Building systems, finishes and materials and performance in the region. Deep understanding and mastery of technical trades, including complex instrumented systems (like security systems, fire detection and protection, HVAC networks),
- Proven track record in managing large EPC scopes involving Chinese contractors is a strong requirement.
- Technical expertise in piping, structural steel, and electrical & instrumentation construction.
- Experience in oil & gas projects, preferably in pipeline, terminal, or process plant construction.
- Proven records of 20+ years’ design and construction experiences. 15 years of experiences with Plant/Technical Buildings design/construction,
- Ability to work in a multi-cultural business environment,
- Good interpersonal and communication skills,
- Can deal with pressing deadlines,
- Previous experience with Chinese contractor is considered an asset.
- Willingness to be based in a remote area on a rotation or full-time basis.
